I think it depends on each situation when people are asked theirs opinion. In the meeting that any indivisual may be needed any own opinion, it should be recognized that no answer, question and opinion means some agreetment with the other statements. But in other situatuion a wise observation might be considerated some attitude of which people can clarify difficult problems whenever they dont state their own opinions.
